the wildly popular singer was pregnant with twins. Naturally, this was
no run of the mill pregnancy announcement. In lieu of a press release or
tweet, Beyoncé posted a picture on Instagram of herself clad in a veil
and lingerie, photographed against a backdrop of dozens of flowers. "We
are incredibly grateful that our family will be growing by two, and we thank you for your well wishes," read the caption. Later, she released a more extensive (read: glorious) pregnancy photo shoot on her website. <br />
Her initial pregnancy announcement quickly became the most liked Instagram post
of all time, beating out the record previously held by Selena Gomez.
Currently, the post has more than 11 million likes, which should give
you an idea of just how excited everyone is about Beyoncé and Jay Z's
babies. <br />
News outlets began reporting that
she had given birth late Saturday night — and immediately, many
celebrities took to Twitter to express their happiness for the <em>Lemonade</em>
singer. Considering who has been offering their congrats, I think we
already have proof that Beyoncé's twins will have the coolest, most

For Roanoke Rapids resident Renate
Ingram, who became a U.S. citizen 22 years ago, it wasn’t necessarily
obtaining a green card or passing the citizenship test that held her up —
it was her father.</div>

Born
to a German father and French mother in the town of Kassel, Germany,
Ingram said her dad was always a very proud man, which made her hesitant
to seek citizenship while he was still alive.</div>
<div class="subscriber-only">
So
year after year for decades she renewed her green card, from 1964 when
she came to the United States until 1995 when her father died and she
decided to become a citizen.<br />

<div class="subscriber-only">
“I don’t think my father would have really minded, it was more to honor his memory,” Ingram said.</div>
<div class="subscriber-only">
Ingram
grew up in post World War II Germany in what was then the Allied
controlled portion of the country known as West Germany. Her mother died
when she was just 4, so her father was left alone to raise four
children — Ingram was the youngest — in a country struggling to rebuild
after war.</div>
<div class="subscriber-only">
“Our house was
totally bombed,” Ingram said. “The only thing that was really left was a
little bit of our garden. That was our playground and where we grew
vegetables.”</div>
<div class="subscriber-only">
Life was tough for the family, she said. “What I hear from my family, it was very hard on everyone.”</div>
<div class="subscriber-only">
Her
father worked long hours to put food on the table without a guarantee
there would be any. Despite the hardship, he pinched pennies to send
Ingram to school, and she was even able to come to America as a teen.<br />

School was a privilege, she said, “matter of fact, it was everything to me.”</div>
<div class="subscriber-only">
She
came to Woodbridge, Virginia, as an exchange student during high school
then returned to Germany to graduate. After, Ingram attended Heidelberg
University and graduated with a degree in creative art and design.</div>

“I
always was interested in art, we have a lot of museums (in Germany)
thank goodness they were all preserved, thank goodness,” she said. “I
was interested in basically everything, and I didn’t make up my mind
until 20 years ago that I really wanted to design and make jewelry.”</div>

Coming
to the U.S. in 1964, Ingram said she remembers having to be totally
examined, from top to bottom, in an American consulate in order to get
her initial green card.</div>
<div class="subscriber-only">
Years
later in 1991, about the time she discovered her love for jewelry
making, she met and married her husband, Ralph. Ralph Ingram is a
Roanoke Rapids native who spent time in the Navy and worked for IBM
before retiring.</div>

When it came
time for her to take the citizenship test in 1995, he said he never
worried about her ability to pass it because she spoke better English
than he could and knew her American history — in part because her entire
family would quiz her on it throughout the day.</div>

“She studied like crazy for the test,” he said.</div>

She added, “My father always told me it was important to assimilate.”</div>

Renate
Ingram now spends her time making and selling her jewelry, often
traveling to shows and events throughout the area to show her creations.</div>

“For me, it is an adventure to design jewelry,” she said. “If I stop growing as an artist, it doesn’t feel right to me.”</div>

will kill you,” and left his own phone number in the voicemail,
prosecutors said Saturday.<br />
Marvin Meyer, of
admitted calling the deputy director of the Council on American-Islamic
Relations’ Chicago office on May 16, according to prosecutors. Meyer
was charged with a felony count of a hate crime and a misdemeanor count
of a telephone threat, Chicago police said.<br />
“Hey.
Guess what? This is America calling,” Meyer’s call to Sufyan Sohel’s
office voicemail began, according to prosecutors. “You are not welcome
here. Take your (double expletive) back to Syria. We will kill you.”<br />

Sohel,
an American-born attorney whose parents came to this country from
India, oversees CAIR Chicago’s legal strategy. Prosecutors said he does
not know Meyer.<br />
The phone message insulted Allah and Democrats,
according to prosecutors, who said Meyer not only gave out his phone
number but also asked, “Do I seem afraid of you?”<br />
After
Sohel reported the incident, Chicago police obtained phone records
showing Meyer as the only subscriber on the telephone account,
authorities said.<br />

At the Leighton Criminal Court
Building, Judge James Brown ordered Meyer held on $75,000 bail and
required him to wear an electronic monitoring device once released.<br />
Sohel
told the Tribune he was relieved about the charges. “I’m very happy
with the seriousness the Chicago Police Department and Cook County
state’s attorney’s office took in the matter,” he said.<br />
Sohel
said the incident highlights why many Muslim-Americans are increasingly
concerned about anti-Muslim and anti-immigrant rhetoric.<br />
<br />
Groups
like the Southern Poverty Law Center and the Anti-Defamation League
have reported spikes in Anti-Muslim and anti-Semitic hate crimes in
recent years. So far this year, CAIR Chicago has received about 400
calls reporting discrimination against Muslim-Americans, which is the
group’s usual total for the entire year, Sohel said.<br />
“His
comments were very violent in nature,” said Sohel, “and he threatened
to kill people, and that raised flags and that kind of shook me because
when people use that sort of language, it made me both fearful for me
and my team, but I also got a sense of being unwelcome in the only
country that I’ve ever called home.”</div>

Sheriff David Clarke said he's withdrawn his acceptance of a job with
the Department of Homeland Security. But the federal agency has never
publicly admitted he was offered the post.<br />

Controversial Milwaukee County Sheriff David Clarke has withdrawn his
acceptance of a job as an assistant secretary for the US Department of
Homeland Security, a representative for the sheriff told BuzzFeed News.<br />
However, neither the White House nor the Department of Homeland Security has ever publicly confirmed Clarke was offered the job.<br />

"He
just feels like looking for a role that's a little more aggressive to
communicate President Trump's agenda," Craig Peterson, a spokesman for
Clarke told BuzzFeed News.<br />
In a statement released by Clarke,
the sheriff is said to have notified Homeland Security Secretary John
Kelly Friday that he would not be taking the position.<br />
"Sheriff
Clarke is 100% committed to the success of President Trump, and
believes his skills could be better utilized to promote the President’s
agenda in a more aggressive role," the statement read. "Sheriff Clarke
told Secretary Kelly he is very appreciative of the tremendous
opportunity the Secretary was offering, and expressed his support for
the Secretary and the agency."<br />

Clarke, a firebrand conservative
who has been a staunch supporter of President Donald Trump, announced in
a local radio interview on May 17 that he had accepted an offer from
the administration to work as assistant secretary in Homeland Security's
Office of Public Engagement.<br />
But the White House and the
Department of Homeland Security refused to say whether Clarke had
actually been picked for the position. After repeated questions from
reporters, Homeland Security eventually issued this statement about it:</div>
On Saturday, a spokesman for Homeland Security told BuzzFeed News
Clarke was no longer in the running for a position in the agency, but
did not answer questions about whether the sheriff was ever offered a
position.<br />
"Sheriff Clarke is no longer being considered for a position within DHS," the spokesman said. "We wish him well.<br />
Clarke,
who has served as sheriff of Milwaukee County since 2002, has been the
subject of a series of controversies, including over comments he made
about Black Lives Matter protests in which he referred to the
demonstrators as "primitive" and "subhuman." During the presidential
campaign, he called on Trump supporters to riot with "pitchforks and
torches" because of the media coverage the Republican campaign was
receiving.<br />
Last month, Clarke was accused of plagiarism, following a <a href="http://www.cnn.com/interactive/2017/05/politics/sheriff-clarke-plagiarism/" rel="nofollow">CNN report</a> that claimed Clarke failed to properly attribute sources at least 47 times in his 2013 master’s thesis on homeland security.<br />
Clarke
has been fighting a series of scandals at home as well, including
questions about conditions at the Milwaukee County Jail following <a href="https://www.buzzfeed.com/claudiakoerner/a-man-died-after-being-denied-water-for-7-days-at-a-jail?utm_term=.ea07aP3Pv3#.dmyevM2MJ2" rel="nofollow">the death of a mentally ill man who was allegedly deprived of water in his cell.</a> Clarke's office is also <a href="https://www.buzzfeed.com/mikehayes/baby-born-in-jail-dies-after-staff-ignored-labor-mother-says?utm_term=.frx25a8xZ#.evv5vByrz" rel="nofollow">facing a federal lawsuit</a> over a newborn who died after its mother gave birth in a Milwaukee County jail cell.<br />
In
an interview with BuzzFeed News Saturday, Peterson said Clarke planned
to remain in his position as sheriff "for the foreseeable future."<br />
If
he does, the sheriff faces some competition. Former Milwaukee Police
Captain and Major League Baseball official Earnell Lucas has already
registered to challenge Clarke in the 2018 election, during the
Democratic primary. Although Clarke expresses conservative viewpoints,
frequently railing against liberals, and was a prominent speaker at the
Republican National Convention last year, he continues to run as a
democrat in Milwaukee County sheriff's races.<br />
And Clarke faces an uphill battle if he plans to stay in his current job. According to a recent survey from <a href="http://www.publicpolicypolling.com/pdf/2017/PPP_Release_Milwaukee_13117.pdf" rel="nofollow">Public Policy Polling</a>,
only 31% of voters in Milwaukee County approve of the job the sheriff
is doing, and 65% believe he is having a negative impact on the county's
image. Among Democratic voters, 82% said they would support another
candidate in a primary.<br />
Peterson told BuzzFeed News Clarke is also
considering a career move into the private sector, depending on what
"fits his skill set." That was part of the discussion Clarke had with
Trump Tuesday when the two met during the president's trip to Wisconsin,
Peterson said.<br />

Ford plant in Lagos in the last one year. This was disclosed by Mr.

The Omagbemi family in Warri, has called on the Inspector-General of
Police (I-GP) to investigate the mysterious death of their nephew,
Samson.<br />
Mr Henry Omagbemi led the bereaved family on Thursday to the secretariat
of the Correspondents Chapel, Nigeria Union of Journalist (NUJ), Warri
to brief newsmen on the incident.<br />
Henry said that their nephew died alongside his colleague identified
as Darlington Taire both students of Challenge Secondary, Kolokolo in
Uvwie.<br />

He said that the duo left home on June 12, in company of their
colleagues to “cool off ’’ in a popular hotel (name withheld) in
Effurun, Uvwie Local Government Area of Delta and did not return home.<br />
He alleged that the deceased were led by one of their teachers
identified as Robinson, to go and swim after they had successfully
written their Junior Secondary School Certificate Examination (JSSCE).<br />
“The matter was first reported at Enerhen Police Station by Rolland
and Marcus Omagbemi when they noticed that our nephew was missing on
Monday, June 12.<br />

“They later informed the larger Omagbemi family who in turn set up a
search party to visit all the police stations around to check if they
were in their custody.<br />
“On June 13, we searched the swimming pool of the hotel and other
places with security men on guard and staff of the hotel to no avail.<br />
“We were later called by Ebrumede Police Station in Uvwie to come and identify the corpses lying down in their station.<br />
<br />
“On getting to the station, the management, staff of the hotel and
police officers tendered a blurred photograph but we insisted that we
must see our child, Samson.<br />
“After so much argument, two police officers led us to Central
Hospital, Warri mortuary where we identified our nephew, Samson and his
friend Taire.<br />
“They did not look like people who were in the pool as they bled from their mouths and the faces.<br />
“If somebody is drowned in the swimming pool, you will see some signs of swollen stuff,” he said.<br />
Mr Morrison Taire, the father of Darlington called for justice over the demise of the two students who were aged 15.<br />
“We want justice to be done; their death looks mysterious to us; we want the truth.<br />
“Covering somebody’s corpse or taking somebody’s corpse to the
mortuary without the knowledge of his people is suspicious.” he said.<br />
When contacted, the Police Public Relations Officer (PPRO), DSP
Andrew Aniamaka told the News Agency of Nigeria (NAN) on phone that he
could not comment on the incident now.<br />
“Until I have done my investigation, I cannot comment on it.<br />
“I have to contact the Warri Area Commander and the Divisional Police
Officer (DPO) of Ebrumede police station for details before I can

developers and places them at global companies―completed its first

Nigeria’s Co-Creation Hub (CcHub) made two moves in May to tap talent
and investment abroad. The Lagos based innovation space launched its <a href="http://www.diasporachallenge.com/" target="_blank">Diaspora Challenge</a>
in London: a program that will offer up to $250,000 and 9 months of
mentorship to startup ventures run by Africans living in the UK, US and
Europe.<br />
The program is open to businesses in three categories―education,
fintech, and energy―with a criterion that their startups “solve a clear
problem…that affects a large number of people in Africa.”<br />
Discussing the Diaspora Challenge with TechCrunch, CcHub CEO Bosun
Tijani referenced Africa’s brain drain, “We have loads and loads of
people outside the continent, in the US and Europe, who are doing really
well,” he said. He sees sourcing outside talent as a necessity for
Africa’s tech ecosystem. “If we don’t find ways to excite the smartest
of the smartest…we won’t be able to build businesses that complete
globally or solve problems on the continent.”<br />
Tijani referenced the emergence of tech entrepreneurs in the diaspora―such as Konga’s <a href="https://www.linkedin.com/in/simdul?ppe=1" target="_blank">Sim Shagaya</a> or iRoko’s <a href="https://www.crunchbase.com/person/jason-njoku" target="_blank">Jason Njoku</a>―who
have founded African startups influenced by work and study abroad.
“There’s something that comes from having the global perspective that
helps make your business more rounded,” he said.<br />

Parallel to the Diaspora challenge, CcHub announced its European <a href="http://pitchdrive.xyz/" target="_blank">PitchDrive</a>
tour in partnership with Google for Entrepreneurs. Starting in August,
Tijani will bring a group of 15 CcHub selected Pan-African tech
companies to pitch to investors at events in London, Amsterdam, Berlin,
and Zurich. The goal is to raise around $20 million in investment over
the three week tour period. This adds to CcHub’s existing <a href="http://cchubnigeria.com/impact/" target="_blank">impact investing fund</a>, that has invested in 9 startups and produced 6 exits.<br />
Tijani named an emerging funding gap in Africa’s tech ecosystem as a
PitchDrive motivator. “Tech in Africa has picked up really strongly in
the last 5 years, but the challenge is we’ve primarily been able to
build early funding sources, then a few sources interested in matured
startups,” he said.<br />
“If you are raising anywhere between $50K to $250-$500K…you can find
people to invest at that level…then above $2 million it’s easier to
raise,” he said, referring to a handful of VCs investing in later stage
African startups. “Unfortunately, anything between $500K and $2 million
is difficult. A lot of good businesses are struggling to find funding,
so we thought, ‘let’s expose them to the world,’” Tijani said.<br />
<br />
U.S. tech investors could get their chance to grill CcHub selected
startups sometime soon. “If Europe becomes successful, perhaps the next
PitchDrive will be five American cities,” said Tijani.

Nigeria are considering a change to both the date and venue for their
2019 World Cup qualifier against Cameroon, originally scheduled for the
Godswill Akpabio Stadium Uyo in August.<br />
Top NFF sources informed
KweseESPN that the match could now be played on 1 September, rather than

But
38-year-old vigilante Dala Aisami Angwalla is undaunted by two nearly
fatal brushes in the last year with Boko Haram, one involving a
landmine, the other an ambush, and is determined to rid northeast
Nigeria of the jihadists.<br />
is a sentiment shared by thousands of other volunteer vigilantes who
have been instrumental in checking Boko Haram's progress but whose
presence now casts a shadow over longer-term efforts to bring stability
to the troubled Lake Chad region.<br />
"Why
do I do it? Because it's my country," the father-of-five told Reuters
in Maiduguri, the capital of Borno state and epicenter of Boko Haram's
bloody, eight-year campaign to build an Islamic caliphate in the
southern reaches of the Sahel.<br />
<br />
<a name='more'></a><br />
<br />
"My
children are OK. When I go out, they say 'Go well, father. May God keep
you safe,'" he said, fingering a charm around his neck that he believes
keeps him from harm's way.<br />
Angwalla
belongs to the 30,000-strong "Civilian Joint Task Force" (CJTF) now
fighting on the front line of Nigeria's struggle against Boko Haram
after helping the military push the Islamists from towns across Borno in
the last three years.<br />
Despite a string of victories, the CJTF has drawn criticism.<br />
Rights
groups accuse its members of abuses ranging from extortion to rape and
say their entry into the fray three years ago may be the reason for a
sharp rise in Boko Haram violence against civilians.<br />
CJTF
leaders, who say 670 of its "boys" have been killed in action, say bar a
"few bad people" its members are registered, impartial and
professional.<br />
<br />
FEAR OF ARMED GROUPS<br />
The CJTF, most of
whom are unemployed men, has asked the government to provide payment for
its operations, a demand seen by political observers as ominous given
the blurred lines in Nigeria between local politics and orchestrated
violence. <br />
With
national elections in 2019 and the long-term illness of President
Muhammadu Buhari pointing to a power vacuum, fears about organized armed
groups are on the rise.<br />
<span class="article-divide first-article-divide"></span>"In
Nigeria in particular, vigilantism did much to turn an anti-state
insurgency into a bloodier civil war, pitting Boko Haram against
communities and leading to drastic increases in violence," the
International Crisis Group, a think-tank, said.<br />
<br />
"In
the longer term, vigilantes may become political foot soldiers, turn to
organized crime or feed communal violence," it said in a February
report.<br />
Few in Nigeria
would question the significance of the CJTF's role against Boko Haram,
whose fighters have killed at least 20,000 people and displaced 2.7
million. Aid experts say 1.4 million are on the brink of famine after
years without harvests.<br />
Set
up as a Sunni fundamentalist group influenced by the Wahhabi movement,
Boko Haram has led a violent uprising since 2009. The group, whose name
means 'Western education is forbidden', has pledged allegiance to the
Islamic State.<br />
<br />
CUTLASSES AND ARROWS<br />
Building on Nigeria's
long-standing tradition of communal self-defense, the vigilante group
was founded in Maiduguri in 2013 when groups of young men decided they
had had enough of the Islamist militants living in their midst.<br />
Their
cutlasses, bows and arrows, and rudimentary shotguns were little match
for Boko Haram's modern weaponry, mostly captured in raids on Nigerian
army and police positions, but their local knowledge was decisive.<br />
<br />
Hundreds
of suspected militants were detained by soldiers and police acting on
CJTF tip-offs in raids that turned the tide against Boko Haram in
Maiduguri, a city of a million established as a military outpost by
British colonial authorities in 1907.<br />
"Within
one week, we secured the whole center of Maiduguri," said Abba Aji
Kalli, a 51-year-old accountant who is also CJTF's state-wide
coordinator. "The army were strangers but we live with Boko Haram in the
same community, in the same neighborhood. We know who are the members
of Boko Haram."<br />
>Three
years on, the CJTF forms the backbone of Borno's anti-Boko Haram
defenses, attracting the praise of Buhari, who in December declared the
Islamist group "technically" defeated.<br />
"They have been of tremendous help to the military because they are from there. They have local intelligence," Buhari said.<br />
<br />
CHEEK-BY-JOWL WITH BOKO HARAM<br />
Now, most day-to-day
security in Maiduguri and the refugee camps that surround it falls to
black-clad CJTF members patrolling entrances to markets or sitting
behind sandbag barricades with machetes, muskets and bows and arrows.<br />
"Without the CJTF, there would be no
security at all," said Tijani Lumwani, head of the 40,000-strong Muna
Garage refugee camp, hit by several suicide bombers in March. "They live
in the community. We trust them. Without them, we would have no peace."<br />
Most
CJFT vigilantes, including Angwalla, go unrewarded for their efforts,
although 1,850 who have received paramilitary training are given a
15,000 naira per month ($48) stipend by the Borno government.<br />
<br />
Around
450 have been incorporated into the main security forces and 30 into
the intelligence services, group coordinator Kalli said, although he and
his colleagues believe that is not enough and want more money and jobs
to follow.<br />
Buhari
spokesman Femi Adesina said there would be "some sort of demobilization"
for CJTF members but denied any obligation to provide jobs. "The CJTF
was a voluntary thing. There was no agreement that 'You do this, and the
government will do that.'"<br />
Borno
state attorney general Kaka Shehu Lawal said the local government was
investing heavily in agriculture and other industrial projects to create
jobs for unemployed CJTF members who otherwise had the potential to
become trouble-makers.<br />
"We need them not to be idle because an idle man is the devil's workshop," Lawal said.<br />
<br />
WHAT PRICE PEACE?<br />
However, allegations
of CJTF abuses have raised fears among diplomats and rights workers that
the counter-insurgency effort has spawned a provincial militia the
authorities may not be able to control.<br />
Amnesty
International researcher Isa Sanusi said he had credible reports of
"widespread" abuses by CJTF guards in Borno, including extorting money
from refugees seeking access to camps or sexual favors in exchange for
food.<br />
<br />
Kalli said a handful of culprits had been arrested.<br />
Rights
groups say that if the vigilantes fail to receive what they feel is due
to them, they are likely to become another long-term source of
instability. "They will come out of this crisis with some kind of
entitlement that will make them think they are above the law," Amnesty's
Sanusi said.

The Academic Staff Union of Universities (ASUU) has commended JAMB
for blacklisting 48 Computer Based Test (CBT) centres used for the
2017 UTME.<br />
The President of the union, Biodun Ogunyemi, told the News Agency of
Nigeria (NAN) on Thursday in Lagos that the owners of the blacklisted
centres should also be prosecuted.<br />
The 48 CBT centres were among more than 600 centres used for the conduct of the UTME nationwide in May.<br />
JAMB’s registrar, Is-haq Oloyede, had on Wednesday announced the
blacklisting of the centres for alleged involvement in extortion and
“organised examination malpractice” during the UTME.<br />
Mr. Oloyede said the decision was taken at the end of an enlarged
meeting with external examiners and other stakeholders in the conduct of
the examination.<br />
He also announced the cancellation of results of 50,000 candidates
for alleged involvement in malpractice during the examination.<br />
The ASUU boss said the development was a step in the right direction, describing it as “ the way to go.’’<br />

“What JAMB has done in that respect is a welcome development and a good decision.<br />
“I will not expect it to stop at just blacklisting of such centres.<br />
“The leadership of the board should go a step forward by prosecuting
owners of the affected centre in order to serve as a deterrent to

“This measure will further ensure that the integrity of the examination cannot be undermined,’’ Mr. Ogunyemi said.<br />
He added that JAMB should also strive to do a thorough check on
centres and their owners before engaging them in the conduct of the UTME

The Lagos State
government has continued to demonstrate its readiness to be counted
among the best metropolitan areas in the world with its deployment of
Information and Communications Technology for many aspects of its
service delivery. Recently, it announced the installation of free
internet access at parks. Its LASG Job Portal was used in the
recruitment of 7,000 officials for the Neighbourhood Security Corps,
making it the first state in Nigeria to provide an on-line platform for
application, testing and recruitment. This bold initiative is
commendable and must be complimented by a responsible citizenry in the
positive utilisation of the facilities.<br />
The advent of Package Switching Technology at the Massachusetts
Institute of Technology (MIT) heralded the progressive reduction of
paper work. The internet has also sped up processes in many facets of
human life. To use the words of computer guru and co-founder of
Microsoft, Bill Gates book of the same title it is now: “Business at the
Speed of Thought” for Lagos. In every corner of the globe, people are
benefitting from the reduction in the time lag between conceptualisation
and realisation. As in the rest of the world, however, Nigerians have
been susceptible to the dangers. This is because it is man who decides
to what use he will put every endowment of nature and every new
invention. <br />
<a name='more'></a><br />
It is noteworthy that Lagos State carved out a Ministry of Science
and Technology in keeping with the direction in which the world is
moving. It was this delineation that permitted focus on Information and
Communication Technology. The Job Portal is also a way of generating
statistics on unemployment in the state. In addition, there is another
portal called “Citizens Gate” which facilitates two-way communication
between government and the populace. <br />
The resultant reduction in need for physical presence at offices will
reduce traffic on the roads during working hours and help the economy.
The Lagos State government is optimistic about the positive use of
social media as a catalyst for development; in “improving budgeting,
preventing waste and encouraging savings” that will yield funds for
providing other services to the public. <br />
The concerns about choice of positive or negative use also apply to
the free wireless internet access in selected locations. Where
available, it permits people with computers, smart phones, or other
devices to connect to the internet or communicate wirelessly with one
another within a particular area. Although there is no accurate data
about the percentage of the Lagos population using these gadgets, not
all who do can afford 3G or 4G high speed connectivity. However, many
secondary and tertiary institutions already engage their students
on-line and they will benefit from free public Wi-Fi, by utilising
on-line learning methods and reading e-books. The facility is also
useful in emergencies and for developing businesses.<br />
Of course, there are drawbacks. The free internet access will attract
a great number of users and this will eventually reduce speed of data
and limit data usage per device in a given period. The world today is
replete with incidents of hackers. There was a case in which a
researcher hacked into the devices of all users who had connected to the
Wi-Fi. This possibility poses great threat to the security of a broader
spectrum, like a city or country. Hackers can easily gain access to
users’ conversations, credit-card numbers, automated teller machine
passwords and encrypted user names. <br />
The sharing of confidential data over the internet would become risky
due to susceptibility to cybercrimes. Many internet users operate
mobile banking and they can unknowingly become victims of hackers.
Experts inform that even if necessary measures are taken to keep public
Wi-Fi secure, hackers can create fake hotspots with a portable user
device called “pineapple”. Unsuspecting users will become easy targets
of cyber crimes. Corporate espionage and stealing of data can result in
huge losses. All these notwithstanding, Lagos State has done well by
making its citizen live in the 21st Century.<br />
The Lagos State announcement on the initiative even included
assurance of training programmes for authorised users, representing
ministries, departments and agencies. While the state takes one stride
after another in its determination of making Lagos a globally
competitive metropolis, the Federal Government and other states must
take note and act like Lagos so as to avoid increasing the dichotomy in
standards and conditions between this centre of excellence and the rest
of the country.</div>

The Lagos State
government has started giving out loans to boost small-scale businesses
and start-ups in all 57 local councils. Addressing youths, market women
and stakeholders on the scheme floated by the state government at the
Ibeju -Lekki local government development area (LCDA) secretariat,
Chairman of Euroway Business Development Limited, Oye Akinsemoyin said
the scheme being anchored by the Lagos State Government Trust Fund
Empowerment Scheme, in collaboration with Euroway would empower of
10,000 youths with between 200 and 500 persons per LCDA. <br />
He said the empowerment programme the first of its kind and would be
replicated in all government councils in the state.<br />

LAGOS, Nigeria (AP) — Nigeria, West Africa's
economic and military powerhouse, is adrift as President Muhammadu
Buhari has been in London for medical treatment for a month as of
Wednesday, worrying many that his undisclosed health problems have left
Africa's most populous country without strong direction.<br />
<br />
The president's prolonged absence has created "a
vacuum," said Dapo Alaba Sobowale, the head of a small IT company in
Lagos' sprawling Computer Village, where small shops and vendors line
the streets selling mobile phones and computer gadgets.<br />
<br />
"A lot of people are relying on him," Sobowale
said. He said he isn't bothered about who, exactly, is sitting in
office. "I'm bothered about the person being there making the right
choices," he said.<br />
Buhari, 74, went on medical leave to the United
Kingdom on May 7 for unspecified health problems. He had already been in
London for nearly seven weeks earlier this year for treatment. He
looked thin and frail when he returned to Nigeria, where he later missed
three consecutive weekly Cabinet meetings. On his return, he said he'd
never been as sick in his life.<br />

Government officials and Buhari's family have
sought to reassure Nigerians who have expressed their worry about his
absence on social media under hashtags like #WhereIsBuhari and
#MissingPresident.<br />
On Tuesday, Aisha Buhari, the president's wife,
said her husband is "recuperating fast" after she returned to Nigeria
from visiting him in London. "He thanks Nigerians for their constant
prayers for his health & steadfastness in the face of challenges,"
she tweeted.<br />

Buhari's long absences this year have raised
questions over whether the former military leader from northern Nigeria
will be able to complete his four-year term that is up in 2019 and
kicked off speculation over who might succeed him.<br />
This is especially important in Nigeria because
an unwritten agreement maintains the presidency should alternate between
the Muslim-majority north and Christian-dominated south. Nigeria's 170
million people are almost evenly divided between Christians and Muslims.<br />
Buhari was elected in 2015 after defeating
incumbent Goodluck Jonathan, a southerner, on campaign promises to
battle corruption and crack down on Boko Haram extremists in the
nation's northeast. Buhari's administration, which marked two years in
office on May 29, has a mixed track record of fulfilling those promises,
analysts say.
Although the military has dislodged Boko Haram
from areas where it had declared a caliphate, Nigeria's homegrown
Islamic extremists continue to carry out suicide bombings and attacks. A
rail-thin Buhari welcomed 82 Chibok schoolgirls who were released by
Boko Haram in May after three years in captivity and then he flew to
London that night.
This is not the first time Nigeria has
experienced an ailing, absent president. In 2010 President Umaru
Yar'Adua died after being out of the country for medical treatment for
several months.
Vice President Yemi Osinbajo, now acting
president, is credited for bringing some momentum back to the government
by easing tensions in the insecure, oil-producing Niger Delta and
pledging to tackle an economy battered by the fall in global oil prices.<br />
<br />
"There was an element of fatigue when it came to
Buhari," said Malte Liewerscheidt, senior Africa analyst for risk
management firm Verisk Maplecroft. "He wasn't acting on the big
macroeconomic issues."<br />
However, if Osinbajo, who comes from Lagos in
the south, were to take over for Buhari and stand for election in 2019,
the move could be seen by northerners as threatening the power-sharing
balance and potentially prompt unwelcome political unrest, observers
say.<br />
<br />
Buhari's absence has highlighted the sense that
his government is unable to get this powerful oil-producing nation back
on track, critics say.
"It looks like we are rudderless," said Dr. Jay
Osi Samuels of the Alliance for New Nigeria, a group of professionals
registering as a new political party. "Right now it seems like
(politicians) have lost the idea of how to move the country forward."
In Computer Village, mobile phone shop owner
Williams Akah and a few customers said the majority of people in Lagos
are struggling with Nigeria's recent economic downturn, especially when
it comes to finding decent work in this megacity.
Akah doesn't know exactly what's wrong with
Buhari, but he said he's keeping track of what happens to him: "I'm
worried about him - he's the Number One citizen."

interview insists that he is the new face of the party in Lagos State.
He bares his mind on issues affecting the party and pledges to work with
whosoever the Supreme Court judgement favours. Excerpts:
WHAT is the state of the PDP in Lagos State?
To be sincere with
you, we have a serious challenge from the opposition, APC and the
problem is not really from within our party.
Although we
initially had issue as to who was the authentic chairman of the party in
the state, but based on the ruling of the Appeal Court in Port Harcourt
that declared Senator Ali Modu Sheriff as the party chairman, all
fraying nerves within the party became quiet and that was why the
Moshood Salvador group decided to move to another political party, APDA.
From what we can
see, it seems the APC is now the one fuelling the crisis in the PDP by
asking the Salvador-led group to return to the PDP and now they are
claiming to be PDP members after leaving the party for APDA in order to
field candidates on another platform for the July 22 local government
election.<br />

They went everywhere saying they have turned Lagos PDP to
APDA.
I was one of those
who refuted it. The APC has a hand in this in order to create confusion
as to who is the authentic chairman of the PDP in Lagos and they will
use that as an excuse to roll over us in the local council election
because they know that we are formidable and very much on ground.
How prepared are you for the council election since the law recognizes you as the chairman of the party in the state?
What is giving us
problem in coming out is because of pending cases.<br />
<br />
Settling down has
been difficult. If you say you want to represent the people and by
tomorrow, the court gives it to Makarfi, what do you do? So, that is why
we are waiting for the Supreme Court to expedite action on the case
before it.
If it is Makarfi,
we will go and meet with Makarfi and start working with him and if it is
Sheriff, we will stay with him and move on. It has not been easy for me
to represent the masses because if you talk, they will tell you, you
are a factional chairman.
We have problem
with LASIEC but not with the chairman of the commission. I have plans to
meet with her and petition her because we have since discovered that
all our documents sent to her office have been hijacked by some people
working at the commission. Most times, our files are usually empty. The
chairperson of LASIEC keeps meeting with Salvador because she believes
he is the chairman.
Most people in
Lagos will not vote for the APC.<br />

Regarding preparations, we are prepared
and ready for the council elections. The moment you put the right
people at the polling booth, you cannot lose elections because when you
put the wrong people there, they will compromise.
You said that whatever the outcome of the Supreme Court, you are ready to work with whosoever the judgement favours?
Of course!
So, if it is Makarfi, you are ready to work with him?
Yes. If Makarfi is declared the chairman, he is PDP and I will work with him as my leader.But how
comfortable are you with the scar on the PDP that it is a party that had
not been able to deliver and that it is a dead party?
I believe that the
party is dead spiritually but the party will rise by the next generation
and we are the generation. Virtually all party leaders like Musiliu
Obanikoro, Bode Oyedele, Ajose have left the PDP for the APC but I,
Segun Adewale is now the face of Lagos PDP. It is up to me to revive the
party.<br />
<br />
We are working on a project on how to revive the PDP in Lagos
state. We are enjoying the problem in the PDP because it will give us
the opportunity to separate the chaff from the wheat.
But we have not been seeing PDP posters anywhere around Lagos
You will see PDP posters anywhere we have our candidates, you will soon start seeing them. That one I can assure you.
Why are you leading this crusade for a new attitudinal change in PDP tagged to be a corrupt party?
Who are the people
that are corrupt? Ninety per cent of them have gone to APC, the rest
are trying to APDA and so that's it. It is now left for those of who are
left to bring about that change and like somebody said, if you desire a
change in your life, you have to change your life before that change
can come.<br />

I don't want people to pity me, I am in PDP, I will remain in
PDP, we are going to re- engineerIt and that's what I am going to do. We
would re- engineer PDP, the people that stole, they've gone. They've
gone to join APC.

The airline again
insisted on physical examination of luggage at their counter after the
harmonized screening at the airport entry departure hall.
The airline also
insisted on having the security personnel at its counter supervise
another round of luggage screening. This however led to altercation
between the airline officials and Federal Airport Authority of Nigeria,
FAAN, security officials, who told the airline that its action was
against the new presidential Executive Order.<br />

press time, was threatening not to board Nigeria passengers unless they
are physically examined including their luggage. According to the

The Federal
Airports Authority of Nigeria, FAAN, had yesterday said it has commenced
the implementation of executive order issued by the Acting President,

MMA said "there would be no more multiple checks and that is why we

A court sitting in Nigeria’s commercial capital, Lagos, has
ordered the final forfeiture of huge sums of money found in an empty
apartment in an upscale area of Lagos.<br />
The country’s anti-corruption watchdog, the Economic and Financial Crimes Commission , reported the seizure of what it described as a ‘humonguos find of foreign currencies,’ in mid-April.<br />
The EFCC through its social media handles said over $43m,
£27,800 and 23.2m Naira – all in cash, were seized in a Lagos apartment
upon a tip from a whistle blower.<br />

A subsequent media announcement was made asking whoever
owned the money to show up but no one has since reported being the owner
of having information as to who owns it. <br />
The , however, told the court
last month that wife of the country’s intelligence chief owned the flat
according to documents in their possession. The national Intelligence
Agency boss was suspended by President
Buhari pending a report into a vice-presidential probe into claims that
the money belonged to the
Justice Hassan held that “I am in complete agreement with the submission of the learned counsel for the applicant
that the property sought to be attached are reasonably suspected to be
proceeds of unlawful activities and that by every standard this huge sum
of money is not expected to be kept without going through a designated
financial institution; more so, nobody has shown cause why the said sum
should not be forfeited to the Federal Government of Nigeria. Having
regard to the foregoing, I have no other option but to grant this
application as prayed.<br />
“For the avoidance of any doubt, I hereby make the
following orders: 1. A final order is made forfeiting the sums of
$43,449,947 found by the Economic and Financial Crimes Commission at
Flat 7B of No. 16 Osborne Road, Osborne Towers, Ikoyi, Lagos, which sum
is reasonably suspected to be proceeds of unlawful activities to the
Federal Government of Nigeria.”<br />
The judge made the same order in respect of the £27,800 and N23,218,000.<br />

The Muhammadu Buhari-led government announced a
whistleblower policy to help recover looted state funds. The government
said it will pay a percentage of the recovered loot to the
whistleblower.<br />
Buhari’s All Progressives Congress (<span class="caps">APC</span>) came to power with the promise to restore security (fight Boko Haram), to revive the economy and to fight corruption.<br />

<b>• Navy, police join forces to rescue abducted students </b><br />
Hours after the Lagos State Police Public Relations Officer (PPRO),
Olarinde Famous-Cole, said the police were working tactically to rescue
the six abducted pupils of Lagos State Model College, in Igbonla, Epe,
kidnappers who have held the pupils in captivity for about 13 days have
rejected the N6 million ransom offered by parents of the kids.<br />
A family source of one of the pupils yesterday disclosed that the
kidnappers declined the ransom offered by the parents, insisting on only
accepting the N100 million demanded from the state government.
According to the source, the kidnappers lambasted the parents for
offering such paltry sum when their children in captivity were not
crayfish.<br />

“Initially, we raised around N2 million but they rejected it on the
ground that it was too small. Later everyone had to rush up and down
again to add to the money and we were able to gather around N6 million.
When we contacted them, they rejected it again. The N6 million was
supposed to be presented jointly as N1 million per student but they said
they do not want, that they only want the government to pay the N100
million ransom.”<br />
<br />
Meanwhile, with no end in sight for the release of the six students,
the Nigerian Navy yesterday said they were teaming up with the police to
effect the release of the boys.<br />
The navy’s collaboration is coming on the heels of the relocation of
the abducted students from the kidnapper’s initial hideout within Lagos
creeks to another hideout around the Ondo creeks.<br />
The relocation was carried out after operatives of the Inspector
General of Police Investigation Response Team (IRT) arrested three
members of the gang identified as Egelu Endurance aka Jubby, Stanley
Yomi Irabomini aka Powei and Bentel Endurance.<br />
<br />
A police source who spoke on anonymity said the collaboration of the
navy was much needed because the efforts of the police were being
thwarted by the non-navigable terrain of the creeks.<br />
“After we made the arrests, the kidnappers moved the students farther
into the creeks, where our boats from the Marine police cannot
penetrate. For that terrain, which is ridden with thick bushes and
foliages, what we need is swarm buggies and flat boats. As it is now, we
are frustrated at every turn because although we know the general area
where the kidnappers are, we can’t storm in.”<br />
Last Saturday, one of the parents who took N2 million to a designated
point at Odongunyan, ended up not seeing anyone as the caller kept
changing the collection point.<br />
The kidnappers had given parents of the abducted students Tuesday
last week as deadline for payment of N20 million as ransom for the
release of each student, threatening to relocate them if their demand
was not met.<br />

However, the kidnappers later asked the parents to prevail on the
Lagos State government to pay a ransom of N100 million for all six
students, a demand that is yet to be met.</div>

Devastated parents of kidnapped students of the Lagos State Model
College, Igbonla, Epe, on<br />
Wednesday gathered at the Government House,
Alausa, Ikeja, to seek release of their children.<br />
The News Agency of Nigeria reports that the six male students were kidnapped by gunmen from their school premises two weeks ago.<br />
The parents, numbering about 20, converged at the government house at
9 a.m., with the mothers crying and shouting until they were addressed
by a government official at 10 a.m.<br />
Some of the parents, who spoke to NAN, said that the kidnappers told them on Tuesday that four of the students had taken ill.<br />
They added that the abductors said that they would no longer negotiate with them nor allow them to speak with their children.<br />
Toyin Philips, the mother of one of the kidnapped boys,17-year-old Pelumi, prayed that the government should act fast.<br />
“I want my son back. I sent him to that school because there is no
money. If I had the money the kidnappers are demanding, I would not send
my son to that school,” she told NAN.<br />
The mother of one of the students, Judah, who gave her name simply as
Mrs. Agbaosi, equally urged the government to secure the release of the
children fast.<br />
“Government, please, don’t let our children die. Let their release be done today,” she urged.<br />
She told NAN that the kidnappers were demanding a N100 million ransom.<br />
Another parent, Moruf Ramon, whose 19-year-old son, Isiaka, is also
being held, said that it would be impossible for the parents to raise
N100,000 from their pockets.<br />
Mr. Ramon said that the parents offered to give the kidnappers N10 million they were able to raise, but they rejected it<br />

He said that the students had been with the kidnappers for 14 days,
urging that the government should initiate dialogue with the abductors
urgently.<br />
“Nobody from the government has come to us since the incident
occurred two weeks ago; yet, we did not come here with placards because
we want government to help us.<br />
“We have been trying to negotiate with them – kidnappers- but they rejected our offer because it is small.<br />
“They said we cannot speak with our children again, and that four of them are ill,” he said.<br />
Addressing the parents, Muslim Folami, the state Commissioner for
Local Government and Community Affairs, gave the assurance that the
government would do its possible best to secure the children’s release.<br />
“We, therefore, appeal to you to be calm. Government is doing all it can to get the children released.<br />
